Last question,
does it already have a prebuild function to display portion of news on home page?
Or should I just do it like the random polls on home page?

yes of course you can edit/modify the lists to any category list you want and any country.

Can the list of cities and/or categories be modified?
Can I just have no category, or a limited amount?
And could those categories be in Russian?

The the thumb is a demo already but if you want to check out a working version of that you have to get it and install it simple as that.

on the thumbnails image above you can see the left column is the source of news when some one selects a radio button then submits it it pulls the RSS url and displays it on the site.
